Bihar<\/strong>\u00a0gets a revenue loss of Rs. 264.5 crores per year due to\u00a0\u00a0non-implementation\u00a0 \u00a0of\u00a0<\/b>TENNESSE<\/strong>\u00a0<\/strong>VALLEY<\/strong>\u00a0AUTHORITY (<\/strong>U.S.A.<\/strong>) PATTERN WAVELL PROJECT OR KOSI PROJECT (1945)\u00a0\u00a0in\u00a0<\/strong>Bihar<\/strong>. It is shame for politicians. Due to it,\u00a0<\/strong>People are compelled to live in miserable conditions as they are born to die (in mysterious conditions i.e. due to flood and poverty etc). The Politicians are engaged in exploiting sentiments of people on caste and religion line for their own vested interests.\u00a0Politicians are playing their game like Britishers i.e. divide and rule. Actually the present situation of people, is too much slave than that of the regime of Britishers. Unemployment rises up to more than 70% of the population and about 90% of the voters of the country.<\/strong>Now unemployed people have tortured and exploited a lot. So, there is necessity that the unemployed must be organized for their survival and justice. Now, The theory of exploitation of labour, is a part of theory of large exploitation of unemployed. So, the theory of straggle on communist theory basis as Lenin, Starlin and Mow had straggled, is finish\/end now. Therefore, we are going to organize unemployed people for their survival and justice.<\/strong>\u00a0JUSTICE will never be possible to find\/get at politician level in\u00a0India. A honest person will never get justice in\u00a0India:\u00a0Particularly in\u00a0Bihar, not a single politician wants to do some thing for the benefit of people of whole\u00a0Bihar. I reflect herewith one of the example. Which is as follows:<\/p>\n

\n

Jawaharlal Nehru and his colleagues told the people of Kosi that embankments were better than the dam ordered by Lord Wavell, Viceroy of\u00a0India.Work<\/span>\u00a0on Kosi dam was in progress when Nehru stopped it and transferred the money to Bhakra\u00a0\u00a0Nagal and\u00a0\u00a0Damodar.<\/strong>\u00a0Suffering Kosi people were given embankments which condemned\u00a0\u00a0to even higher floods and a perpetual problem of evacuation and\u00a0rehabilitation.The<\/span>\u00a0people of\u00a0North Bihar\u00a0were denied the agricultural and industrial prosperity which would have flowed from the TVA patterned Wavell project.<\/p>\n

\n

For fifty two years the managers of our affairs have been warned against construction of embankments which stop no floods . Only take them to another place. The misery\u00a0\u00a0is not eliminated: it is only transferred<\/strong>.<\/p>\n

\n

Lord Wavell, the then Governor General of\u00a0India, visited the Kosi area in 1945 and gave the Kosi project top priority among the several project in\u00a0India.<\/strong>\u00a0Kosi project has been directed by Mr. A.N. Khosla, chairman, Central water-power irrigation & navigation\u00a0commission.We<\/span>\u00a0have opinion of the highest American as well as Indian experts that the Kosi project is technically feasible and financially sound.<\/strong><\/p>\n

\n

It is urged that the total cost of the project in 1951 is Rs. 177 crores, is about half the annual budget of the Govt. of India\u00a0<\/strong>and is, therefore, difficult to be managed in these days of financial strain. This argument is full of fallacies.\u00a0First, for the construction of the dam and the barrage Rs. 60 crores only are needed, remaining Rs. 117 crores will be spent on producing power (1.9 million K.W.) and providing irrigation facilities (41 lakh acres) which will bring in a very large revenue to the state.<\/strong>\u00a0Second, it compares the total cost of the project distributed over 15 years or so with the annual income of the Govt. of India and neglects the income that will accrue during the execution of the project, and will increase progressively. The Kosi project comprises of seven stages. In fact, if the first and second stages are started simultaneously, the total annual cost for the first two years will be 2.14 crores and 6.93 crores which will be contributed by the Govt. of India, Govt. of Bihar & Govt. ofNepal\u00a0in 1951. Thus the annual cost of the project for the first two years is roughly equal to 0.52% and 1.75% of the total revenue of the three Govts. concerned. Revenue from the working of the project begins to appear in third year of work. Canal irrigation for three lakh acres of land can be had in the third year of the working of the second stage. Power for use will begin to be available on progressively larger scale every year, right from the third year of work. If we take into account the revenue from irrigation and power, the additional yield from irrigated land and additional gain from the use of power in forming, agricultural processing and industry,\u00a0\u00a0the total money income in the fourth year of work will more than balance the total outlay for that year. Including the cost on account of the third stage of this project, which will be started in the fourth year of work, we have, in the fourth year, a surplus of about Rs.4.8 crores. As more and more land is brought under irrigation and more and more power is available for use, the surplus goes on mounting from year to year.<\/p>\n

\n

The financial aspect of the project which has been worked out in detail and an abstract of which has been given befow provides for the completion of the project in 15 years<\/strong>. Which is given below. The first four stages are completed in the sixth year. The total revenue from completed four stages in the 7th<\/sup>\u00a0year of work will be about 5.69 crores. After deducting the amount spent on interest, depreciations, operations, maintenance, audit and account\u00a0\u00a0etc., the surplus is more than 2 crores. If we add to this surplus the additional gain of\u00a0\u00a0about\u00a0Rs.63<\/span>\u00a0crores from irrigation and power, the total comes to about\u00a0Rs.65<\/span>\u00a0crores.<\/p>\n

\n

The fifth stage may be taken up in the fifth year of the work and will then be completed in the fifteen year.\u00a0<\/strong>The sixth stage may be taken up and completed in the eleventh year of the work. After the project is completed in the fifteenth year, there will be complete flood control, thus making about 3.5 lakh acres of land, perennially under water, cultivated and increasing the yield of about 9 lakh acres of flood effected land. Additional gain from flood control and fish culture in the embanked river channels and canals will come to\u00a0\u00a0Rs. 25.6 crores. Additional yield from the irrigation of 41 lakh acres of flood free land will come to about 72 crores . Then there will be huge gain from 90,000 K.W.of power generated from the power plant of the first four stages. Total additional gain in the 16th<\/sup>\u00a0year of the work will thus come to about 98.5crores. Again, net revenue alone from irrigation,power, navigation, recreation facilities at the dam and reservoir and fish culture in reservoir will come to about\u00a0\u00a0Rs. 30.5 crore. Taking these two figures together, the total income in the 16th<\/sup>\u00a0year comes to about\u00a0\u00a0Rs. 129 crores.<\/p>\n

\n

The seventh stage that consists in installing power plant and developing electrical power of 1.8 million K.W. may be taken up in fourteenth year of the work. The total power capacity available in\u00a0Indiais, at 1951, 2 million KW. The rapid development of 1.8 million KW. In the seventh stage will require efficient planning of industry, agriculture and transport not only of the kosi valley, but also of the whole country. In absence of the planned development of the Kosi valley from the beginning of the execution of the project, full fruits of the project can not be had. Assuming reasonable rapid development of the area on planned basis the available electrical energy can be developed in 10 years from the taking up of the seventh stage. Thus in the 24th<\/sup>\u00a0year of the work,\u00a0the revenue from power alone at the cheap rate of Rs: 0.02 (2 paisa) per unit will come to more<\/strong>\u00a0than Rs. 21 crores.<\/strong>\u00a0The total gross revenue in the 24th<\/sup>\u00a0\u00a0year of the work will be about Rs. 57.5 crores and total net revenue 48.6 crore. The above calculation and statistic are based on data of year 1951.<\/p>\n

\n

On the basis of these estimates the net gain from the project upto the 16th<\/sup>\u00a0year of its work comes to Rs. 1093 crore, that is , about 12% of the total national income of the country as a whole.<\/p>\n

If we calculate present market cost ( 1.8 million K.W. Hydroelectric\u00a0\u00a0X\u00a0\u00a0@1.31\/- per uint =\u00a0Rs.234.8<\/span>\u00a0crores and irrigation of\u00a0\u00a041 lakh acres land\u00a0\u00a0X\u00a0\u00a0@70\/-\u00a0\u00a0= Rs. 28.7 crores).The total revenue Rs. 264.5 crores is earned by the project directly besides fish culture etc. revenue.<\/p>\n

\n

Late Dr. Lakshmi Narayan Sinha, world reputed economist gave me all relevant information about the TVA Pattern Wavell project in detail. Dr. Sinha had been struggling for the revival of project right since 1951. Whose first book on economics \u201cCapital & Employment\u201d1964 was quoted by Nobel Laureate Gunnar Myrdal. Who he also gave the theories on welfare of economics before Amrtya Sen could. World market recession problem will solve only on the economic theories of Dr. Sinha. He had forecasted that all countries of the world should have to implement all his economic theories. It is the compulsion for the development of any country in the world. It seems true in the case of\u00a0<\/strong>Bihar<\/strong>\u00a0also. Because he wrote a book \u201cWEALTH OF MITHILA\u201d and he completed a thesis \u201cLAND OF MITHILA\u201d. Where he gave all relevant things about the development of\u00a0<\/strong>North Bihar<\/strong>. At any cost,\u00a0<\/strong>Bihar<\/strong>\u00a0Govt. should have to implement all his advice for the development of\u00a0<\/strong>Bihar<\/strong>\u00a0either before the blood revolution or after the blood revolution. Because\u00a0<\/strong>Bihar<\/strong>\u00a0Govt. has no revenue to maintain there laws and orders situation in\u00a0<\/strong>Bihar<\/strong>\u00a0after the separation of\u00a0<\/strong>Bihar<\/strong>.\u00a0\u00a0I also got some relevant information about Kosi project from Prof. M. Mohiuddin, Ex. V. C., and\u00a0<\/strong>Patna<\/strong>\u00a0<\/strong>University<\/strong>.<\/strong><\/p>\n

Before the separation of\u00a0Bihar, this project would must be revived. If it is not revived than politicians will have to face many difficulties in regards of earning revenue. Therefore, I request the politicians, world bank , multinationals and people work together for revival of the TVA\u00a0\u00a0PATTERN WAVELL PROJECT as soon .<\/p>\n

I have already brought to light it among the people of\u00a0Bihar\u00a0through my article- analysis of lord Wavell Kosi Project,\u00a0Bihar\u00a0v\/s Dovell project, Maharastra -\u201cIndian Economic Liberalization Policy\u201d published\u00a0dt.02.08.99<\/span>\u00a0in \u201cAaj\u201d Hindi Newspaper. \u201cARYAWART\u201d \u2013 T.V.A. PATTERN WAVELL PROJECT, KOSHI RAJNITIGYO KE KUCHAKRA ME \u2013\u00a0DT.18.8.99<\/span>, \u201cAAJ\u201d-\u00a0BIHAR\u00a0KA BATWARA AUR WAVELL PROJECT-\u00a0DT.27.12.99<\/span>, \u201cTIMES OF\u00a0INDIA\u201d- WAVELL PROJECT REVIVAL COULD SOLVE FLOOD-RELATED PROBLEMS-\u00a0DT.15.9.99<\/span>. The paper cutting had brought to the knowledge of several politicians, CHIEF MINISTER, MINISTERS, EX-CHIEF MINISTER. But they did not do any thing\u00a0\u00a0for the people and MLA does not raise the question in\u00a0\u00a0Bidhan Shabha or Bidhan parishad. As if they have no any concern for the development of state, except their culture to exploit people. After the separation of \u201cJharkhand\u201d. The time will come for the lesion for politicians and public servant of the state who they never think about the people of state. Where they are getting salary and misusing public money for their lug-jury. After the separation, the revenue of rest ofBihar\u00a0is too much lower. It is not possible that the state govt. will pay the salary and pension from their collected revenue in the present situation. Therefore the whole administration will be collapsed. Only the politicians will be the targets of govt. employ as well as people. So, politicians will have to suffer much in near future. Again the slogan of revolution will rise from\u00a0Bihar\u00a0against political class people who is acting as Britishers. Mahatma Gandhi raised the slogan for independence from\u00a0Bihar. I am forecasting these things on the basis of socio-economic system of\u00a0Bihar\u00a0as well as our country.. \u201c Ati Ka, Ant Hota hai\u201d \u2013 it is the universal truth.<\/p>\n
